Actually, my initial reading of this idea (as proposed by fenner) was
that 4X0100 gets set by the RE team, right before the end of code
freeze. So, for example, 4.7-STABLE would start as 470100, and anyone
bumping __FreeBSD_version could just increment by one for each bump, as
they did previously.

(I thought we were going to wait until 4.7 to revisit this idea, but I
don't have any objections to the way it's being done now.)
