In this case you should put them into separate port.
To go the edge, some ports depend on windows features to be complete, but
you don't want to depend on windows in these ports.

Making this one depending on perl/python you make it unusable for some
people, and I doubt more than one percent of users will ever use these
2 scripts or even aware they exist.
