Version 1.50 of setlocale.c works fine:
 
# LC_ALL=C tr 'a-z' 'A-Z'
 0123456789abcdefghijklmnopqrstuvwxyz
 0123456789ABCDEFGHIJKLMNOPQRSTUVWXYZ
