Basically yes. A release is just a snapshot of the -stable (or, sometimes,
-current) branch at a particular point in time.

You got the order a bit wrong though. It is 4.2-RELEASE, 4.2-STABLE,
4.3-BETA, 4.3-RC, 4.3-RELASE, 4.3-STABLE, etc.

4.3-RELEASE is scheduled for Mar. 25
It might be slightly later though.
