FreeBSD - import of tzcode2009e

As posted earlier, I have created updates to get the imported timezone code, which is responsible for zdump(8), zic(8) and the stdtime part of libc, from version 2004a to version 2009e (2008e in the earlier post).

The situation became hot again when people found out that Linux applications running linux_base-fc8 and newer gave the wrong time: It expected the new format of the timezone while FreeBSD had the old one.

The only thing you have to take care of is, when you have upgraded your machine, is that you should run at least once tzsetup(8) to make sure the newly created datafiles are installed in /etc/localtime.

I have planned to MFC the changes in one month into the RELENG_7 branch, so everybody should be happy!
